All the staff needs to be on the same page. Communication skills are not their strong suit. They don't keep their promises and don't repair things that need to be fixed. It seems like they blame a lot of people for being rude and swearing at them but they do it themselves. Not every thing is the tenants fault and they don't listen to the tenants side of the situation. They claim they will work with you but they don't.
